In 2006, the Magoffin County Health Department, along with UK and many community partners began a process of change for Magoffin County.  That process started with the MAPP Magoffin County assessment.  Through this assessment, it was found that while Magoffin County has many resources and much capital to offer its citizens, a gap was identified in the area of community development.  This grant funding the ACTION project will address that gap.

MAPP Magoffin / ACTION provides for strengthening the capacity of the people of Magoffin County for developing and improving the physical and social infrastructure to make Magoffin County more economically healthy.  It expands on work previously begun and is a component of the Community Development Strategic Issues portion of the Action Cycle of a previously completed assessment and planning process.  The strategic issue addressed is the need for creation of the human infrastructure to facilitate community development.  The overall goal of ACTION is to develop capacity to proactively address community development.  The basic design is to contract with appropriate personnel for the following:  (1) contract with a catalyst/consultant/ community encourager (CCC) to facilitate the following objectives/outputs:  (a) reactivate the Magoffin County Development Authority and formulate its Strategic Plan, and (b) plan and facilitate community meetings of the already established MAPP Magoffin Advisory Council with the community at each of six geographic sections of the county to educate, empower, and develop area capacity for community projects; and (2) contract with a local webmaster to update website and train others for continuing website update.  A public awareness campaign will envelop the entire project.
